Official patch notes
Riot's official notes are the source of truth for every change, including system and gameplay updates.
Changes detected in game data
Compared Data Dragon 16.12.1 with 16.11.1. Detection covers champion base stats, ability cooldowns/costs/ranges and item costs/stats. Damage values and ratios are not reliably exposed by Data Dragon — read the official notes for those.
Data Dragon is updated manually by Riot and can trail the live patch for a short time.
